God Works in Mysterious Ways Bible Verse: Why It Isn’t in the Bible, and What It Really Means

If you have ever searched for the “God works in mysterious ways” Bible verse, you may have been surprised to come up empty handed. The phrase is quoted from pulpits, at funerals and across kitchen tables as though it were scripture, yet it appears nowhere in the Bible. And the first time I heard a version of it aimed at me, it was used to shut down a question I badly needed answered.

I was about eighteen, and an elder of the church sat across from me and told me, in effect, that the devil works in mysterious ways. I will come back to that moment, because it marked the beginning of my journey out of fear.

I want to treat this phrase the way I treat every story in scripture: not as a fixed statement of fact to be accepted, but as something that carries meaning and deserves to be opened. The sages who gave us the Bible chose story and image on purpose, so that truth could slip past the guarded door of reason. Our task is to unwrap what we were handed. Do that honestly, and what you find describes you, and stirs a power in you that has been asleep.

This article is for those who still hold the Bible as sacred but are weary of how it was taught to them, or of the hypocrisy they have seen in religious institutions. It is not an attack on anyone’s faith. I honour those who take the phrase at face value, but the readings are not equals: the literal is the first rung, and it gives way to the inner reading, as the elder serves the younger.

Is “God works in mysterious ways” a Bible verse?

No. However familiar it sounds, there is no verse in the Bible that says “God works in mysterious ways”.

The phrase comes from a hymn. In 1773 the English poet William Cowper wrote a hymn now known as “God Moves in a Mysterious Way”. Its opening lines run:

“God moves in a mysterious way
His wonders to perform”

Notice that Cowper wrote “moves”, not “works”. Over the centuries his line was worn smooth by repetition, until it became a proverb, and then something many people quite sincerely believe is a quotation from scripture.

There are verses that touch on the same idea. Isaiah records the LORD saying, “For my thoughts are not your thoughts, neither are your ways my ways, saith the LORD.” (Isaiah 55:8, KJV). And Paul exclaims, “O the depth of the riches both of the wisdom and knowledge of God! how unsearchable are his judgments, and his ways past finding out!” (Romans 11:33, KJV)

But notice what these verses do and do not say. They speak of ways higher than our reasoning. They do not say: stop asking questions.

How the phrase is used

In everyday life the phrase does two very different jobs. Sometimes it is a genuine expression of wonder, the sense that life has brought you something by a road you could never have planned. That use is beautiful, and I will return to it.

But it is often used for something else. It is the sentence reached for when a teaching cannot answer a question. A prayer goes unanswered, a tragedy makes no sense, a contradiction in the text is pointed out, and instead of an explanation you are handed a closed door: God works in mysterious ways. Do not ask.

That second use is the one I met at eighteen.

“Satan and his demons work in mysterious ways”

I have told the full story in my article on struggling to accept Neville Goddard’s Bible interpretation, so I will keep it brief here.

When I was about eighteen, I came across a Sunday newspaper article about ancient tablets, the Epic of Gilgamesh, which told of a great flood and a boat filled with animals. The parallels with Noah’s ark shook me. (I have since written about what that story really means in the inner meaning of Noah’s ark.) I raised my questions at my weekly Bible study, and I was told an elder would come the following week to clear things up.

I waited, sure that this learned man would give me an answer. Instead he told me that Satan and his demons work in mysterious ways, that the newspapers were one more way of turning us away from God, and that if I kept reading such things I would end up in hell.

That was not an answer. It was the same well-worn phrase, turned round to point at the devil instead of at God, and used to end the conversation.

At the time, I knew I was being manipulated by fear. It is how the churches and mainstream religion have controlled people for centuries: comply with what you are told, or the reward is eternal damnation. I want to be clear that my quarrel is with that system, not with the many sincere people who sit in its pews. Many of them were raised on the same fear I was.

Scripture itself says otherwise: “For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind.” (2 Timothy 1:7, KJV). A teaching that runs on fear has wandered a long way from that verse.

That moment was the beginning of the end of my time in that church. It took me many years to find my way back to scripture, and when I did, it was through Neville Goddard, who showed me that the God I had been taught to fear was never outside me at all.

God works in mysterious ways: the inner reading

Here is where I want to rescue the phrase, because there is a truth hidden inside it, and it is the opposite of the way it was used on me.

Neville Goddard did not teach on Cowper’s hymn, and the reading that follows is TrueCosmic’s own. But Neville said a great deal about the ways by which our desires arrive, and he was very clear that those ways are not ours to plan:

“Then wait in confidence for ways to open that you could not devise. No one knows how or when it will happen, but it will.” (Neville, in his lecture “The Lord, Our Potter”)

In the same lecture he describes the experience of “walking across some bridge of incident that you did not consciously devise, which takes you to your freedom”. And in Freedom for All he puts the instruction in a single line:

“Don’t question how it can be done; simply feel that you have it.” (Neville, Freedom for All, Chapter Three)

Put those lines beside Isaiah’s “neither are your ways my ways”, and something extraordinary happens. In the inner reading, God is not a distant monarch moving pieces you cannot see. God is your own I AM, your own imagination. The ways are mysterious only to the reasoning mind, which cannot see how the end could possibly arrive. The deeper self that imagined the end sees every path at once.

So the phrase is true after all, but in a liberating sense, not a frightening one. God does work in mysterious ways, and that God is the one imagining in you.

The call from Beth

I learned this in the most ordinary way, hopefully this simple story illustrates my point. My friend Beth and I had lost contact, and we had not spoken for about two years. I decided to imagine speaking to her on the phone. In my mind I assumed it would be on WhatsApp.

It happened far more quickly than I expected, in less than a week, and not the way I had pictured. I updated my phone and added Facebook Messenger to my iPhone, an app I never use and only just registered . Two days later, Beth called me on Messenger. She suddenly noticed i was a contact on the platform and felt the urge to call me

I had decided the end, and I had even guessed at the route, and the route I guessed was wrong. That is the whole lesson. Neville and the writer Richard Dotts author of the book “it is Done “both make the same point: when something like this happens, the rational ego mind rushes in to call it coincidence, or to insist it would have happened anyway. That is exactly the moment to double down and strengthen your faith. Neville warned that if you deny your imagination had anything to do with it, “you will have returned to sleep once again.” (Neville, in his lecture “Believe It In”)

This is the biggest mistake I see on this path: micromanaging how the result must arrive. The route was never mine to choose. My only job was to live in the end. If I had insisted on WhatsApp, watching that one app for proof, I would have been looking in the wrong place. Decide the end, and leave the route open.

How to work with the mysterious ways

  1. Notice when the phrase closes a door. Whenever you hear “God works in mysterious ways” used to stop a question, gently reopen the question. Honest seeking is not rebellion.
  2. Locate the God who is working. Remind yourself that the power doing the work is not outside you. It is your own awareness, your own I AM, the one who imagines.
  3. Decide the end with clarity. Choose one outcome and define it as a finished fact: the conversation had, the problem solved, the door open.
  4. Refuse to plan the route. Do not decide which app, which person or which date. When you catch yourself scheming the how, return to the end.
  5. Enter the end each night. In the drowsy state just before sleep, enter one short scene that would only happen if your wish were already fulfilled, and feel it as done. Fall asleep inside it, and let the ways you could not devise do their work.

For the principle beneath these steps, see our guide to what manifesting really is.

This is a practice, not a trick. Think of a chess player. A master does not become one by memorising a single brilliant move. She plays game after game, loses many of them, studies her mistakes and sits down at the board again. And in each game she holds the end firmly in mind while knowing she cannot dictate every move her opponent will make; she adapts, keeps her composure and stays faithful to the goal. Mastery is the fruit of years of steady return. The Law asks the same of you.

When you unwrap this phrase, it stops being a closed door and becomes an open one. Picture yourself facing a wall you have always believed was solid stone. You have leaned on it, pushed against it, and finally accepted it as the end of the road. Then one day, without warning, a door opens in it, exactly where you thought no door could be. That is what mysterious ways truly are. The way was always there; reason simply could not see it. And the power that opens such doors has been lying dormant within you, waiting only to be used.

Frequently Asked Questions

Is “God works in mysterious ways” in the Bible?

No. The phrase does not appear anywhere in the Bible. It is a popular saying that grew out of a hymn, and it is so often quoted alongside scripture that many people sincerely believe it is a verse.

Where does the phrase “God works in mysterious ways” come from?

It comes from William Cowper’s hymn “God Moves in a Mysterious Way”, written in 1773, which opens with the line “God moves in a mysterious way”. Over time “moves” became “works” in everyday speech, and the line became a proverb.

Which Bible verses are closest to the phrase?

Isaiah 55:8 to 9, where the LORD says “neither are your ways my ways”, and Romans 11:33, where Paul calls God’s ways “past finding out”. Both speak of ways higher than human reasoning, but neither tells us to stop asking questions.

Is it heresy to say that God’s mysterious ways are the workings of your own imagination?

Reading scripture for its inner meaning is ancient; Philo of Alexandria read the books of Moses as allegories of the soul. The literal picture of a distant God moving in secret is where many of us begin, but it gives way to the inner reading, in which God is your own I AM. That realisation is the very catalyst for transformation.

What did Neville Goddard teach about how our desires arrive?

Neville taught that the means are not our concern. He urged us to “wait in confidence for ways to open that you could not devise”, and in Freedom for All he wrote, “Don’t question how it can be done; simply feel that you have it.” The how belongs to imagination; our part is to assume the end.

Conclusion: the “God works in mysterious ways” Bible verse that never was

The “God works in mysterious ways” Bible verse does not exist. The phrase began in Cowper’s hymn, and too often it has been used to silence honest questions and keep people in fear. But inside it lies a genuine truth: the ways by which your desires arrive are beyond the reasoning mind, because they belong to the God within you.

Whatever you are facing, you do not need to wait for a distant power to move on your behalf. The answer, and the very power that brought the universe into being, are already within you, and they move at your command. You are the operant power. Nothing stirs until you awaken it, and once you do, no wall, no obstacle and no circumstance can keep its door closed. Fear not.

Michael Sutherland

Michael Sutherland is the founder of TrueCosmic and a devoted student and practitioner of Neville Goddard teachings. His path to this work was not academic — it was forged in crisis. Raised as a devout Jehovah Witness and Baptist, Michael walked away from the church at eighteen and spent the next 25 years in what scripture calls the far country — the prodigal son, wandering. He built a life by the world rules, searching without knowing what he was searching for. When the biggest crisis of his life arrived, he turned back — not to the church, but to scripture itself. Through Neville Goddard teachings he found what the church had never shown him: that the God of scripture is not an external being to be feared and appeased. God is your own awareness. Your own consciousness. Your own imagination. The I AM within. What he discovered was not a set of Neville Goddard principles — these are cosmic laws, written about not only in the Bible but across every ancient spiritual tradition the world over. The same truth, expressed in different language, in every age. The law of consciousness operates whether we are aware of it or not. We are manifesting constantly — the wanted and the unwanted alike. Understanding how this law works allows us to work with it consciously and intentionally, directing it toward the experiences we actually desire rather than the ones our unexamined assumptions are silently producing. In 2017, guided by two mentors — Dr Bruno R Cignacco and Roupa Jetto, a hypnotherapist and Buddhist practitioner — Michael had his first transcendent experience during deep meditation. In 2018 came something he could never have sought or engineered: what is described across traditions as a Kundalini awakening. A sound like rushing wind in both ears. An electrical current rising from the base of the spine, so intense it seemed impossible to survive. Every experience that followed — out of body states, movement along the spinal cord, sensations inside the skull — was documented in scripture, passage by passage, hidden in plain sight. This is not something that can be earned or manufactured. It is grace. According to scripture, it is every soul birthright — every one of us will experience this unfolding, in this lifetime or another. Michael does not share this to define himself above anyone else. He shares it because it confirmed, beyond any doubt, that what Neville Goddard taught is true — and because that confirmation is the foundation on which TrueCosmic was built. TrueCosmic today is home to the most comprehensive Neville Goddard library available online — 292 lectures — alongside an academy of courses, masterclasses and workshops, and 13 specialist coaches serving students across every continent. At its heart is a global community of over 92,000 members, all discovering what happens when you begin to work consciously with the law that was always operating anyway. The invitation is simple: become aware of the law. Understand how it works. And begin, deliberately, to use it.
